AIMMS export classification
The information in this article applies to all US AIMMS customers who want to reexport their AIMMS-based solutions. Such reexports are subject to the US Export Administration Regulations (EAR), which regulate the export and reexport of most commercial items from the US. A key in determining whether an export license is needed from the Department of Commerce is knowing whether the item you are intending to export has a specific Export Control Classification Number (ECCN). The ECCN is an alpha-numeric code that describes a particular item or type of item, and allows you to check in the Commerce Control List (CCL) which controls are placed on that item.

* The ECCN classification of 5D992.B.2 is because of AIMMS' use of encryption to encrypt model sources. As AIMMS only employs a limited form of cryptography (i.e. for copy protection) no notification to or review by the Bureau of Industry and Security (BIS) is required as per section §742.15(b)(3) of the EAR.
** The ECCN classification of 5D002 is because of the inclusion of 
OpenSSL in these components which provides the strongest type of encryption. There are no requirements for non-US customers (see discussion below).
Discussion
If you want to reexport an AIMMS 3.7-based solution you are strongly advised to use AIMMS 3.7 release 3.7.107 or later, as the use of all prior AIMMS 3.7 releases require your AIMMS-based solution to be reviewed by BIS in order to qualify for the ENC licence exception.
If your solution uses the AIMMS RPC component, you can safely export all AIMMS RPC versions labeled "NoSSL". Your non-US based end-users can replace these with the full versions (i.e. including OpenSSL), which can be downloaded from the download area of our (Netherlands-based) website.
Because the OpenSSL encryption library is not developed in the US or by US citizens, the AIMMS RPC component with SSL support is not to be considered a reexport from the US. Hence, the ECCN classification does not apply to non-US customers.
