TransPower New Zealand launches Scheduling, Pricing And Dispatch System (SPD) to meet wholesale electricity market requirements

TransPower Situation

The new, government-mandated Wholesale Electricity Market (WEM) in New Zealand has dramatically changed the way electricity is bought and sold. The buying and selling process has now become a 24-hour, 7-day-a-week operation involving competing generators and bulk electricity purchasers. Electricity Market Company Limited (EMCO), an independent organization that operates the market, provided the system that would allow the generators and distributors to enter their bids and offers. TransPower New Zealand Limited, owner and operator of the New Zealand electric grid, was charged with the task of providing a system that would receive the bids from the EMCO system, analyze them, and determine which were accepted. TransPower turned to ALSTOM ESCA.

ALSTOM ESCA Solution

ALSTOM ESCA has a full suite of modular products designed specifically for the electronic exchange and management of electric energy resources. For TransPower, ALSTOM ESCA adapated products from this suite to create the Scheduling, Pricing and Dispatch (SPD) system the company needed for the WEM. The SPD system takes the bids and offers entered by the market participants any time, day or night, and performs a large-scale optimization of the electric system. This optimization determines prices at each generation and supply point in the network and the load to be supplied by each generator participant. In any daily analysis, the optimization includes around 25,000 bid segments.

Advantage: System Operational in Three Months

ThansPower was up against extremely tight deadlines: it needed the new system fast. Fortunately, ALSTOM ESCA had followed the development of New Zealand's electricity market, so by the time TransPower had determined what kind of system it needed, ALSTOM ESCA was ready to go. It also helped that ALSTOM ESCA had existing products that were adaptable to the New Zealand WEM and had experience in meeting fast - track project deadlines. ALSTOM ESCA was awarded the contract on June 10, 1996. On September 30th, the Wholesale Electricity Market was operational.
